A Russian Drone Hit a Romanian Apartment. Europe Still Has No Plan.

A Russian Shahed drone crossed from Ukraine into Romanian airspace last Friday and crashed into an apartment building in a town near the border. No one was killed. The debris was cleaned up. NATO issued a statement affirming that the incursion was "likely unintentional." The story cycled out of the news in two days.

What didn't cycle out: the structural problem the crash made visible. Romania is a NATO member. Article 5, the alliance's mutual defense clause, treats an attack on one as an attack on all. A Russian weapon hit civilian infrastructure on NATO soil, and the alliance had no standing plan to prevent it from happening again.

The gap is technical before it is political. European air defense was built to stop high-altitude threats—ballistic missiles, fighter jets, bombers. A Patriot battery designed to intercept a Mach 5 warhead at 40,000 feet can technically shoot down a Shahed-136 loitering munition flying at 200 feet, but the cost ratio makes no sense. The drone costs roughly $20,000. The interceptor missile costs $2 million or more. Fire ten interceptors and you've spent more than the building the drone was targeting.

The Urban Debris Problem

Shooting down a drone in rural Ukraine is a tactical decision. Shooting one down over Bucharest or Warsaw is a civil defense nightmare. A successful intercept doesn't make the drone disappear. It turns it into falling debris—some of it burning—over a dense civilian area. A 200-kilogram munition exploding mid-air above an apartment block can kill just as many people as one that reaches its target intact. European mayors are now stuck with the same dilemma Israeli cities faced in 2021: letting a drone pass is a risk, but fragmenting it overhead might be worse.

The legal infrastructure is just as tangled. Most European nations lack clear domestic authority for the military to engage aerial threats in civilian airspace without clearing aviation regulators first. That's a problem when the thing crossing your border is traveling at 180 kilometers per hour and you have six minutes to decide. Romania's Defense Ministry confirmed after Friday's crash that it had tracked the drone in real time. It did not fire. Partly because of the debris risk. Partly because the rules for when a NATO ally can shoot down a Russian object over its own territory remain genuinely unclear.

Why Canada Should Be Watching

Canadian troops deployed to Latvia under Operation REASSURANCE are operating in an environment where Russian drone incursions are routine, not hypothetical. In 2024, the Department of National Defence designated Counter-Uncrewed Aerial Systems as a "high-priority capability gap" and committed roughly $400 million to urgent C-UAS acquisitions. Personnel from CFB Esquimalt and 3 PPCLI have rotated through NATO's Eastern Flank. They are dealing with this problem now, not in some future conflict.

The broader vulnerability extends to Canada's own borders. The North Warning System, built to detect Soviet bombers in the 1980s, is aging into obsolescence against the same category of threat—low-altitude, low-radar-cross-section platforms that don't fit the model the system was designed to catch.

Europe's response so far has been to throw money at the problem without solving the underlying tradeoff. The European Sky Shield Initiative, led by Germany and now involving 21 nations, is attempting to standardize procurement and close the low-altitude gap. The technical fix everyone wants—lasers and electronic warfare instead of kinetic interceptors—remains years out. In the meantime, the alliance is stuck burning million-dollar missiles to stop thousand-dollar threats, or letting them through and calling it restraint.
